EIS grants
How do you deliver one step of a digital roadmap with an EIS grant?
The EIS grant for consulting and development under a digitalisation roadmap (“Digitaliseerimise teekaardi nõustamis- ja arendustegevuste toetus”) pays for consulting and development set out in your current roadmap: up to €35,000, 50% of the cost for companies in Harju County or the city of Tartu and 70% elsewhere, with 12 months to finish the work. Applications closed on 04.11.2026 at 16:00 because the budget ran out; as of 06.11.2026 no new round has been announced, so now is the time to prepare one step and a supplier's quote.
Checked 06.11.2026 on the measure's page at eis.ee and in the Ajastus register. EIS decides on the grant; we do not promise it.

Who it is for
Estonian companies of any size outside the excluded sectors (for example agriculture, real estate, gambling). Average main-activity revenue over the last two financial years must be at least €200,000. The key condition: you already have a digitalisation roadmap, which may have been made earlier but must be up to date.
How to deliver one step: five actions
- Pick one step in the roadmap with a measurable result: for example quote drafts from requests, or collecting documents from clients.
- Describe the result: what must work at the end, who uses it and how you will see that it works.
- Get a supplier's quote. EIS requires it to describe the supplier's competence and references, the schedule, the scope and the price. If the service costs under €20,000 excluding VAT, one quote is enough; from €20,000 you need two comparable quotes.
- Apply in the structural funds e-environment: the roadmap, the quote or quotes, the action plan and budget, and the balance sheet and income statement as of the previous quarter.
- Do not start the work before you apply. The supplier cannot be changed during the project.
What lifkuru does and does not do
We deliver the software part turnkey: €4,000–15,000 per project, 50% upfront, milestone payments; each stage is accepted with your written confirmation, and only then comes the invoice for the next one. We write the quote with every item the measure requires and sign a non-disclosure agreement before we receive documents.
We do not replace the roadmap: the step comes from your roadmap. Our references are the grant register Ajastus (ajastus.ee), this site's open-source assistant and our own back office; EIS decides whether they are enough.
When is the next round?
It has not been announced yet. EIS processes applications submitted before 16:00 on 04.11.2026 in order; if money is released, processing continues. EIS budgets fill fast: the 2026 AI adoption grant opened on 24.08.2026 at 9:00 and closed at 16:00 the same day.
The free register Ajastus (ajastus.ee) collects the status of EIS and other funders' measures; you can also subscribe there to two emails a month.

Frequently asked
- How much money can you get?
- Up to €35,000 per company; the grant covers 50% of the cost for companies in Harju County or the city of Tartu and 70% elsewhere (de minimis aid; the exact rate depends on the type of aid, see eis.ee). You pay the rest.
- Can work start before the EIS decision?
- Work must not start before the application is submitted. EIS assesses an application within up to 20 working days.
- Do we need the roadmap in advance?
- Yes. Without a current digitalisation roadmap you cannot apply; it may have been made earlier but must be up to date.
- Does lifkuru guarantee the grant?
- No. EIS decides. We answer for a quote that contains everything the measure requires and for delivering the project at a fixed price.
